Course Introduction
Procurement of works, goods and consultancy services is an integral part of the operations of any organisation-private or public. This is attributable to the fact that no organisation can provide all its requirements to effectively deliver services and products to its prospective clients. With the realization that effective management of public resources and the maximization of output lies in the efficiency of purchasing ability of an organisation, it is vital for the government and organisations to consistently seek better and more effective and efficient knowledge and skills to improve their procurement processes. More so, the quality and quantity of output of the organisation to a large extent depends on the quality and quantity of input of goods, services and works procured.
The processes of procurement are so designed to ensure that the best value of goods, services, and works is secured at the most advantageous cost. Evidently, majority of the public service organisations in the country have suffered colossal setbacks in their attempt to deliver the dividends of good governance and improved social services to the populace. This is due to the declining levels of competence, transparency and accountability that characterized the processes of administration in the public and civil service, the various mechanisms for checks and balances notwithstanding. This programme is meant to provide officers of the private, public and civil service with adequate and most up-to-date skills, norms, values, techniques and tools in procurement and bid processes in order to help them appreciate the relevance of good procurement principles to their organisations and the public service in general.
- Learn and apply the basic concepts of Procurement.
- Appreciate the roles and benefits of operating a good procurement system within a project.
- Learn and apply the various methods of procurement available such as international Competitive Bidding (ICB), Limited International Bidding (LIB), National Competitive Bidding (NCB), direct purchase and shopping amongst others.
- Understand the processes and tools in public procurement.
- Identify and overcome the current challenges associated with public procurement.
- Develop appropriate public procurement monitoring indicators.
- Undertake an effective market survey and analysis.
- Draw up good procurement plans using appropriate planning tools amongst others.
