Course Introduction
Performance-Based Financing (PBF) is a reform approach, which aims at achieving universal coverage in health, education and other sectors. Unlike other financing models, PBF proposes a hierarchy whereby the delivery of quality services comes first, followed by the efficient use of scarce public resources and only then equity and financial access. PBF was conceived as an open approach adapted to specific country needs, even in fragile contexts; it is framed as ‘a tool for helping create better, more inclusive, and more accessible health services’ and a “systems reform approach, which offers an answer to the ‘how’ of achieving Universal Health Coverage and the Sustainable Development Goals.”
According to Jim Yong Kim; President of the World Bank Group (December 2013) “ The evidence of PBF application shows that the results-based funding has a significant impact-saving lives and expanding access to essential services and quality for the poorest women and children in developing countries”. It is widely acknowledged that results-based financing approach to aid aims to ensure that every cent we spend on health programs for survival, produces real results. This is generally considered as good for the donor agencies as well as taxpayers, and most importantly, good for millions of people across the developing world desperately in need of better health.
However, in many parts of the developing world, the needs of the population remain unmet, because social services (health, education) are either not accessible or of poor quality. Performance based financing currently draws attention worldwide. Its concepts moved away from the existing paradigms and ideas on how to organise matters. This sometimes frightened and challenged stakeholders. Some simply lacked the knowledge concerning PBF and only needed better understanding. Others feared the complexity of PBF or believed that they lacked the skills to apply it. This lack of information, sometimes misunderstanding and fears combined with the great potential of PBF necessitate the need to organise training programmes, which go in depth into the theories, best practices and instruments of PBF.
The processes of procurement are so designed to ensure that the best value of goods, services, and works is secured at the most advantageous cost. Evidently, majority of the public service organisations in the country have suffered colossal setbacks in their attempt to deliver the dividends of good governance and improved social services to the populace. This is due to the declining levels of competence, transparency and accountability that characterized the processes of administration in the public and civil service, the various mechanisms for checks and balances notwithstanding. This programme is meant to provide officers of the private, public and civil service with adequate and most up-to-date skills, norms, values, techniques and tools in procurement and bid processes in order to help them appreciate the relevance of good procurement principles to their organisations and the public service in general.
