Course Introduction
The overall success of any project relies heavily on effective monitoring and evaluation at different stages. Over the years, government, the private sector and funding agencies, have invested much effort in development projects aimed at, amongst other things, alleviating poverty through education and economic empowerment projects, providing infrastructural facilities. With the early experimentation period over, there is now growing attention on how effective these interventions have been. In other words, what impact have these efforts had on the beneficiaries? This interest is being further stimulated by a general push for better accountability and social inclusiveness in project implementation.
One characteristic feature peculiar to all projects in all organisations is that they have a definite life span – a start time and an end time. Every project starts out with predetermined objectives, goals, expected outputs and outcomes. The internal monitoring system put in place is usually to assist project team members stay on course in line with these ‘guides’. In the course of implementation, a project is said to be effective when on assessment it is found to be on course and working within its constraints of time, budget and scope to achieve Project Development Objectives (PDOs). But the issue of impact is a more fundamental challenge which is at the heart of every project. Not only should a project be seen to have delivered on its set outcomes, but these outcomes should be sustained over a reasonable period of time long after the completion of the project or when project funding ceases.
Building and sustaining a formidable M&E system requires continuous commitment of time, effort, and resources. However, this is doable, when the officers saddled with this role are knowledgeable about contemporary best practices and techniques for achieving project monitoring and evaluation goals. Once the system is built, the challenge would be how to sustain it. It is therefore one goal of this training programme to prepare participants for this daunting task in order to ensure that their organisations achieve desirable outcomes.
